This is a tough call; I'm going from moderately dry to severely dry.  My neighborhood is just under 4 inches below normal from May 1st.  The last significant rain of 1.40" was July 8th and 9th.  The ground was dry at that time and sank in fast.  As of Sunday, the 26th it has been 17 days without rain under very hot sunny skies. This is bad timing as corn is in the silk stage and beans are just blossoming.  Corn and beans on light ground are stressed or beyond recovery.  Lawns are brown and brittle and roadside ditches are dry along with prairie areas and dead leaves and vegetation in the woods means there is a danger of fires.  Pastures are dry and not growing along with alfalfa.  Gardens need very regular watering.  Wildlife has to travel for water as many ditches and frog ponds are dry as are small marshes.  Larger ponds and sloughs are low.  The Baraboo River is very low as is the Wisconsin River.  Streams are running low and slow.  It has been great weather for outdoor construction, putting up hay and outdoor activities.
