It’s complicated.  Short term I would rate moderately dry over past three weeks.  Even with yesterday’s rain we are now at 1.06” for June which is less than half normal for first half of month.  Otherwise with wet April May we are above normal for the year so far.   Recently ground was dry for first few inches and had to water garden heavily.  Parts of lawn were burnt and brown and went dormant.  Some crops were planted late and were tiny but the corn responded favorably to the 0.74” yesterday (such as corn and soybeans).
