Conditions have changed to moderately dry.  We hav received about 1.5 inches of rain in the last 2 weeks and the State has removed the ban on outdoor burning.  Lawns and golf courses have "greened up".  Long range forecasts indicate a strong El Niño that should bring in more rain.  People are out and about and nice springtime weather is forecast for next week.
