With over 1.00" of snowpack, the conditions have remained at the Near Normal Condition.  It can be imagined that if the snowpack was to melt the conditions would change from Near Normal to Mildly Wet, since the water that is locked up in the snowpack would suddenly be in the ground.  The sump pump is not actuating at its normal mid-winter frequency, due to the temperature being in the single digits and the ground water is frozen.
