We had .76" of rain a week ago so soil moisture is not too bad right now. I was looking at the Data Explorer this morning and looking back 5 months to August 17th we have had 7.5" of rain vs. NOAA averages of 22.39" for the same period. If this was mid-summer instead of mid-winter we would be in desperate straits indeed. Pond, lake and stream levels are very low. The soil moisture is so low that when we do get showers, the water is mostly absorbed where it falls and there is very little runoff into reservoirs. In the cold weather the evaporative and transpiration losses are also at seasonal lows so that is keeping us out of a disastrous situation for now. Unfortunately, I don't see anything in trends or long range forecasts that suggests a change anytime soon.
